SO, ya start w/ Piplup or Chansey. Aim for a T2 Prinplup or Blissey. Spread damage or hit fast w/ Blissey.
Both are tanks and not easily OHKO'd, SO Buffer Piece helps even more.
Empoleon is used all the time, and is a nice tank.
Bounce back from a KO'd Empoleon w/ Blissey or Empoleon+Scramble.
I dunno if this is gonna be my citys deck or not.
 
Have you tried 4-3-4 line it might make room for another cess or buffer.
You don't have a lot of basic pokemon use some Roseanne's insted of Mentor.

Nah Roseanne's isn't dat great in dis deck cause Mentor let's you discard an energy for Blissey, whereas Roseanne's does not.
With 4 Mentor and 4 TV Rep you can usually have an energy in the discard for a T2 Blissey.

Holon WP is almost a must in this deck. Gets rid of too much to not use.

How many do you suggest I run?

Ok, I under stand that I'm not used to a Blissy/Empoleon deck otherwise I'm starting to quit thinking a lot.:nonono: (I'm messing up my 4.0)
I have mention this before (it may have been on POJO) that you should use Sableye do drop energy into the discard to burn through the deck.
 
4/4/4 is excessive with 3 rare candy. You'll be wanting to bypass prinplup with candy/scramble quite a bit. Drop a prinplup.

After that, you'll want to drop a castaway. 4 is not needed with 13 basic energy, absol running around (devestates castaway), and only 6 tools. 3 should be fine. After that, drop a mentor. With 3 mentor and 3 castaway, you should still be able to get those basics out just fine. Maybe go 2/1 mentor/roseannes in case you can't afford the mentor discard or in case you are energy dry.

Theeeen, drop a TVR, drop the NM for +1/1 blissey.

With the remaining slots try to get in more diverse draw like stevens/ccat/wager for use with castaway.
 
That seems interesting, but run 4-4 blissey and 3-2-4-1 Empoleonand add a few TGM and Roseannes research or Bebes Search!

You can only have a total of 4 Empoleon and empoleon X in total. It would have to be a 3-2-3-1 line. Which I wouldn't suggest seeing as Emp Lv. X isnot really necessary in this deck.
 
he wants to start with Piplup (DP #93) no energy needed to do damage T#1. Then evolve into Prinplup (DP #58) to do "Spread" damage until knocked out. While this is happening set up blissey or Empoleon on bench to KO and then pound on opponent until finished!
