Nice cards. The original Regis' attacks are a bit broken, and Altaria and Vibrava could use better attacks. Flygon's Desert Quake needs something more, or else you would almost always use Sand Sonic. Finally, you use the names of some attacks that already exist in the TCG, such as Sand Sonic, but give them different effects. If you make a new effect, you should make a new attack name.

I don't really see the original Regi's attacks as broken. Sure they deal 50 for 2, but its specific energy and they can't use DRE or something.
As for Flygon, yeah, you might be right there. I'll revise him.
Altaria needs no better attack. His power seems very powerful to me, its basically Excavation with a HUGE bonus.

The Flygon's Poke-Body is broken. With the right strategy, Flygon could become nearly invincible. It should have a limitation of some sort (such as the Flygon ex from Power Keepers). Everything else looks pretty fine except the Regigigas' Poke-Body; in the video game, Regigigas has an ability that impairs his ability to attack within the first few turns (or something to that effect). The Poke-Body you gave him seems to counter that idea.

Hmm, maybe make it max out at 3? But it's hard to get over 3 Basic Fight Energy attached to him anyway, not to mention the fact that we had stuff like Scizor Ex previously...
Regigigas was kind of hard to make. I felt he had to be very powerful yet hard to use, so I placed the Regi limitation on his attack. I felt that in order for the regis to work archetypishly, they needed some retreat aid. Matter of reasoning, but yeah, its hard to use.

EDIT
Edited Flygon.

just pointing out. The old dragonite ex was "water" and "electric" The only grass one is the δ one. So I would change the [G] to a [W]

I wanted Dragonite to use completely different energy as Salamence, hence why I chose this kind. To me, its more fitting for Draggy.

i think Garchomp's first attack is pretty broken, i would make the damage 50 for the effect that goes w/ it. and IMO Regice and Regirock shouldn't have Resistances.

Officially, in the TCG:
Dragonite uses [L][W]
Altaria uses [L][W]
Flygon uses [G][L] or [F]
Salamence uses [R][W]
Rayquaza uses [R][L]
Latios uses [G][L]
Latias uses [W][R].

Back to back posts merged. The following information has been added:

Why does Altaria have a Poke-Body, Poke-Power, and an attack? Altaria shouldn't even need the Poke-Body! Give it free retreat, regardless!

SP - Garchomp's attack only works if you have the correct energy in your deck. And since this one can't prey on your opponent's weaks as the MT one can, it's not that bad. Usually you won't have over 2/3 energy of a type in your deck anyway.

CRox: Dang. Oh well, gotta edit Draggy then. As for Altaria, the proper answer would be - Why not? If he had free retreat he'd be too versatile. This way he's more unique.

Okay, I'm going to analyze your Altaria.

Altaria L.39 – Colorless – HP70

70 HP? In this new format, Stage 1 Pokémon practically never have only 70 HP.

Poké-Body: Cotton Flight
If Altaria has any basic energy cards attached to it, Altaria’s retreat cost is 0.

Okay, so it has a Poke-Body, a Poke-Power, and an attack? This is unheard of. What is not unheard of is a Stage 1 Pokemon with free retreat.

Poké-Power: Energy Grant
Once during your turn, (before your attack), you may look at the top card of your deck. If it is a basic energy card, you may attach it to your active Pokémon. If it’s any other card, you may discard it or put it back on the bottom of your deck.

This is basically a slightly different variation of Tyranitar δ's power.

[C][C] – Dragonbreath 30
Flip a coin. If heads, the defending Pokémon is now paralyzed. If tails, this attack does nothing.

For a Stage 1, this attack stinks. 2 colorless for an average of 15, maybe Paralyze? :nonono:

Weakness: [L] +20
Resistance: [F] -20
Retreat Cost: [C]
