I really liked that name, so I thought that I'd just begin another set. I really like the first few cards I came up with, and I hope you do to!

Moss Rock (Pokemon Tool)

Whenever an attack by the Pokemon that Moss Rock is attached to does damage, that damage is increased by 20 (before applying Weakness and Resistance). Discard Moss Rock at the end of your turn in which this Pokemon attacks. If you attached Moss Rock to 1 of your Eevee, you may put a Leafeon from your hand onto Eevee (this count’s as evolving Eevee).

Ice Rock (Pokemon Tool)
Attach Ice Rock to 1 of your Eevee or {W} Pokemon that does not already have a Pokemon Tool card attached to it. If that Pokemon is Knocked Out, or is no longer Eevee or a {W} type, discard this card.
Damage done to the Pokemon that Ice Rock is attached to by your opponent’s attack is decreased by 30 (after applying Weakness and Resistance). At the end of your opponent’s turn after you played Ice Rock, discard Ice Rock. If you attached Ice Rock to 1 of your Eevee, you may put Glaceon from your hand onto Eevee (this counts as evolving Eevee).

Thanks SuicidalPikachu, I think I fixed the problem with Moss and Ice Rock. Also, I'm going to revise your Orb of Prophecy, if you don't mind. I really like the idea though.

You may attach Orb of Prophecy to a Basic Pokemon that does not already have a Pokemon Tool card attached to it. If the Pokemon Orb of Prophecy is attached to is no longer a Basic Pokemon, discard Orb of Prophecy.
If the Pokemon that Orb of Prophecy is attached to is Knocked Out, flip a coin. If heads the Pokemon is not Knocked Out (your opponent does not take a Prize). Instead, remove all damage counters, Special Conditions, and other effects from the Pokemon. Then, you may search your deck for an evolution card and put it into your hand. If the Evolution card is a Pokemon card that evolves from the Pokemon Orb of Prophecy is attached to, you may put it on top of the Pokemon (this counts as evolving the Pokemon). That Orb of Prophecy seems insanely overpowered, since its a VERY improved Focus Band. Not really fair to me.

Swinub spells broken to me. You can just put it there and unless your opponent uses Poison/Burn, it will KEEP sitting there.

Which is why Orb would be a secret rare card (i.e. TSD) and maybe restricted to 1 per deck.

Swinub was supposed to have the 'you can only use this Power once' clause, I just forgot. Thanks for the observation.

I just read your Eeveelutions and would like to comment on them.

First off, you've got some of your Eeveelutions with Evolutionary powers, while others have simple Poke-Bodies. Maybe you could make that more consistent.
Second, Jolteon's power is bad, seeing as you could damage your own Pokemon.
Third, Vaporeon Lv X's Mirror Beam is BROKEN. Think about Blissey. 20+10 for each basic Energy card attached to it. 20+20, that's 80 for three Energy. Also, with the downside, it seems too much for 2 Energy to decide whether you discard 2 of your opponent's Energy or return all of yours to your hand.
Fourth, look at how you compare your retreat cost to your HP:
Flareon.....90...1
Vaporeon.110.2
Jolteon.....80...0
Espeon.....80...1
Umbreon..100..2
Glaceon...80...2

Okay, you've got to edit something here. There is an almost direct relationship between HP and Retreat Cost. The more your HP, the higher your Retreat Cost. Few exceptions. Right now, you've got someone with (110, 2), (80,2), and (80,0). See anything wrong with that? Also, you increased Flareon's RC when it leveled up. Don't do that.

The eeveelution powers and bodies were part of my initial creations of this set, and I feel that they should stay as is.

Jolteon has other things going for it besides its power.

Their retreat cost is based upon 2 factors: their on-card statistics (attacks, powers/bodies) and MINUTELY based on their VG speed stats. Glaceon is slow in the VG, therefore it is slow in the TCG as well. Jolteon has one of the highest speeds in the VG, so it has no retreat. It just makes sense to me (plus, if you look at eeveelution cards in the past, they reflect VG stats as well).

I also debated Vaporeon Lv.X's attack for a LONG time, and I like the way it turned out. I think there are serious enough consequences either way. Blissey getting a black eye from it really doesn't bother me. However, I do think that it should be changed to 20x, instead of 20+.
