Strategy:

Setup Delcatty to draw. Togekiss to pile the energy up on Magmortar. 20x for each fire. Pachirisu as a starter and Phione to evolve quickly. When all the energy is discarded use Delcatty ex to do major damage.

I was thinking of running Claydol.. but I don't know if I can fit him in.

Pachirisu CFF for Baltoy Togepi and Magmar, setup Claydol for accelaration. After Claydol draws to 6, Steven for an average of 3 more cards.
Setup Magmortar to do big damage using all the energy's Togekiss gets.
Mantine d in case I run out of energy and 3 night maintenance.

This deck seems like it would be fun but it seems like it would be slow and also with 16 energy do you really expect to get a lot of energy.
 
I tested this yesterday. And I got out a 110HP Magmortar doing 100 damage a turn for 3 turns. And once that went down, Magmortar 2 came in and also did 100 damage. Catty ex is for late game to do like 100+ damage. I find Togepi a terrible starter though.
 
I'd just drop windstorm all together, honestly. Pachirisu discards cessations and it should give you some room for more energy, more non-Togepi starters, or something.
 
Going off of what Bobby said, you could always sub out the windstorms for warp point or maybe a stadium you're fond of.

4 candy? You only have 1 stage 2 line, and it's 3/2/3 with a phione to help evolve. IMO you're going to have very little bench space to work with. May want to take that into consideration. You're talking about having 2 setup pokemon, and simultaneously running 3 independent lines without swoop/stump in the format.

I dropped the windstorms completely and it doesnt hurt at all.
Running 4 Pachirisu improves the chances of me starting with it.
My ideal start would be:
Pachirisu CFF Togepi, Phione, Skitty
Retreat start Evolving with Phione and setup 2 magmortars
They KO Phione, Send out Magmortar with Scramble plus Togetics power
When Magmortar 2-3 is gonna go down, setup 1 Delcatty ex to Upstream for major damage, then use late game Togetics on recycled Magmortars

I did the same thing with my Hurricane list and it's great how much room it frees up, and with Pachirisu it dosn't hurt you. Man will I be sad if that card isn't in the set.

Anyway, I think that typhlosion is far superior to togekiss in this deck, as it allows you to keep it going and not have to wory about getting a togikiss out there every 3 turns. Other than that it looks pretty good.

Oh if you decide to use Typhlosion, maby use 1 Mew ex hp for G&G, or a 1-1 Alakazam line for Togikiss.

I've tried Magmortar/Typhlosion and its good but I wanted to try something new.
Togekiss one sets up a Magmortar that can OHKO 2-3 things.
Magmortar 2 will OHKO 1-2 things and delcatty will upstream ftw.

And my Typhlosion doesnt use Mew EX lol. I use SW Mew since it can OHKO gallade too and it counters absol.
 
Claydol is clearly better due to being able to put energy back in the deck for Togekiss. Delcatty ex is too slow and is a liability as soon as it hits the field unless it's going for the last prize.
