How can I make my own avatar?

Basically, I find an image I like, and then I copy and paste it to Ms Paint. Now; how can I make that picture able to fit to size for most avatar upload sizes? In a nutshell, how can I make my own avatars?

I drew a picture, scanned it, worked it through Photoshop, and scaled it. Your mileage may vary.

To use it on the 'Gym, though, you need to wait for a custom avatar day.
