Because......

1. It has resistance to Gallade.
2. Magmortar has a weakness to Gyrados.

And......

3. If you attack with Donphan, switch him to Gyrados, and then let HIM collect the damage for Flail! not something that can do nothing at all with a lot of damage.

Not only that........

4. Gyrados is a Water pokemon and you can use Swampert't Power to move Water energys.
