Why don't all of the Japanese cards come out in English?

Not counting the promos. Why don't the English sets have the same cards as the Japanese sets? I can understand the reason for Darkrai. (Not been released outside Japan yet) But appart from things like that, why can't they be the same?
An example would be DP4 and DP5. In Japan, there were 6 Lv.X in each of those sets. In English we get stuck with sets with 2-4 differant Lv.Xs. In Japan's DP4 (And probably DP5) you got 2-3 Lv.X per box. While in English we get 0-1.
As for the non-Lv.X. DP4 had 135 non-Lv.X cards. In English we got 102 cards. This seems to be causing a "filler set" every year.

So my question is: Why can't the sets be the same? Is there any real reason?

Perhaps they will sell LvXs as single cards like they did with Lucario LvX and Dialga LvX. Maybe they are waiting for the release of a movie with a lot of cool Pokemon LvX in it (remember DX and LM? They synced them up with the release of a movie).

And to sponge off of what a friend of mine at league said...
What I want to know is what they're holdin' back from us, cos they had to skip a whole lot of letters to get to X...

because some of them were meant to be pro mos/ some of them are not playable
like Lucario EX (Basic)

same answer as why they do most of the things they do.
its not cost effective.
if they can make more money by short changing us then they will.

lets see less LvX = more boxes sold simple answer and it usually is the same the shareholders need to see their profit margins met period

Because PUI makes the choices (most of them BAD choices) on what cards come out here in the USA. Afterall, the game first came out in Japan, and we are always behind them in sets and cards.

In a perfect world, it would be awesome if we could get EVERY CARD that the Japanese have in English. But since PUI's marketing group (or whatever group it is) seems to be in the dark about what is cool vs. reprinted junk, it is a proven contributing factor that this world is not so perfect, especially the pokemon world....:nonono:

That does not make any sense, PUI releases unpalayable cards all of the time. (remember the Regi *'s)
So that can not be the reason why all cards are not released in English.

Another mystery is why did the POP sets become so horrible all of the sudden, and is this a permanent change or will they get interesting again?

I thought it was because of the late realease of base D&P, or could we have gotten over that problem by now? Anyway. That's what i always thought it was.

They've been doing nothing but pushing back sets even farther by releasing fewer Lv.X's per set just to increase their profit margins... we probably could have gotten over it, but that's not going to be the case for a looong time at the rate we're going.

I'm still waiting for the Noctowl with the Forest Guardian power, and the Granbull with the Underground Excavation something or other power. Did these cards even exist?

Were people this vocal when WotC didn't release the VS series cards? Cards being removed from sets, or a set being skipped completely, isn't new to the game.

I've wondered this same thing as well. I think someone gave an explanation once about the spoilers being taken from cards that weren't even in print in Japan... cards that actually never made it into print. I think... maybe I just dreamt that up though.

Those cards were awesome, and they would have done a lot for our game at the time.

Uh... we ARE getting every card released in Japan (Excluding Promos).
Just be patient, for crying out loud.
PUI/POP/Overlord Schwimmer decided to rearrange Japan's DP3-DP5 a bit and extend them to span our DP3-DP6.
We're going to get all the cards by our sixth DP set. Don't freak out.
