Well, those "fin" things on his arms lets him fly I guess, because even his in-game description says he can fly. Yeah, odd.
 
No wings, just the one fin on his back. You know, because he's a shark (landshark rather).

Edit: Oh, and the two on the sides of his arms, those are also fins.
 
In the game, Mantine, and Gyarados are both Water/Flying, but neither can learn fly. I've seen both "fly", in the anime, but they can't learn the HM. Gyarados is more Dragon anywayz.

I dunno, it's arguable that Mantine could possible fly, even though the text doesn't state so. Gyarados being Water/Flying is still just weird though.
 
Gyarados is extremely weird. I saw someone who taught his Gyarados Roost! I don't know if it's a glitch or a hack but it is crazy.

It's a hack, Gyarados cannot learn Roost either naturally or via TM. But if you meant REST, he does get that.
 
Garchomp can "fly" by moving incredibly fast; so fast that its wings allow it to hover a few feet off of the ground.
It cannot fly high into the air, hence why it can't learn fly.
It cannot hover off of the ground except when it nears maximum velocity, hence why it doesn't have levitate.
Confusion cleared.

Gyarados is only flying because they wanted an excuse to make him 4x weak to electric and therefore a bit less good in the video games.

What do you mean, Gyarados is still a dominant Pokemon despite the 4x weakness to electric.

And I don't exactly agree with your analysis there, consider the Diamond in-game text:

"When it folds up its body and extends its wings, it looks like a jet plane. It flies at sonic speed."

And Pearl:

"It flies at speeds equal to a jet fighter plane. It never allows its prey to escape."

So imo, he probably does have flight capability, as opposed to hovering.

Yes, but could you imagine how much better Gyrados would be without the 4x weakness to Electric? It'd be like the major Dragons not being 4x weak to Ice. Gyrados would just be too good as Water/Dragon.
