A lot of people seem to doubt Phione as a 4-of starter, including myself. However, that's just because there hasn't been much publicized thought about making a starter engine based on having 4 Phione.
The big problem I see--and others as well--is that you usually won't have a bench for Phione to have any effect...so why not fix that by running a bunch of basic-grabbers?
Here's the way I see this working:
4 Phione
2-2 Claydol
4 Great Ball
4 Roseanne's
2 Holon Mentor
4 Celio's/Bebe's
Basically what you want to do is get a Phione start, then use your 1 of 10 basic-grabbers (14 if you count Celio's/Bebe's) to get Baltoy (and others if you're lucky) so you get t1 Claydol. Roseanne's is best for this because you can grab Baltoy and the energy you need to use Make a Wish. After that, Claydol helps you whiz through the rest of the deck and get more Great Ball/Mentor/Roseanne's to get more giddy-up out of Phione.
This engine should usually just be used for stage 2 set-up decks that would normally use Pachi. It could also work for 4 Corners-style EVlution decks that need to get to their Lv. X's ASAP
This is untested, but I think it could be quite interesting. LMK what you think!
