Empoleon's not a stage 1.
...Well, people have tried Vibrava from Secret Wonders out, but it just meshes somewhat poorly with Flygon EX d due to the drastically different energy requirements.
The best stage 1 damage spreader that we have is quite argueably Magmortar. For three energy, it spreads a grand total of 80 damage, plus its Fire Blast gives it a nice attack to sweep up pokemon who have been put into KO range by Fireball Bazooka. Plus, Fire type gives it Fire Starters for partners. Glaceon weakness (due to the LV.X's body, not because of Glaceon's attack, believe it or not. See Empoleon DP for proof that physical weakness isn't enough to be a problem) is problematic for the deck, but it still holds a significant amount of power.
Second best likely goes to Lucario. 60 damage total for two energy is fairly good. The important thing though is how it spreads 20 damage. Plenty of psychic pokemon can deal 80 damage, sure. 80 +30 for Gallade's weakness is... 110 damage. That's 20 away from a KO on Gallade. ...Wait a minute...
Only 20 though is slightly problematic. Decks such as Torterra can recover 30 damage off of all of their pokemon in each turn. Magmortar can heal 20 off itself whenever you play an energy. Decks abusing Dawn Stadium like Leafeon's likely to do are going to be messy as well. That's the main reason why Magmortar is one of the better spreaders, actually. His weakness advantage over the grass pokemon who can negate spread gives him the ability to merely pile up energies and let weakness compensate for the loss of pre-spread damage. Not to mention Magmortar LV.X's ability to instantly pluck Grass's biggest boon: Sceptile GE.
As a final, untested, and... well, intriguing way of spreading damage... We have Bronzong MD.
Bronzong takes the old Cursed Stone from Legend Maker's ability, placing damage counters on pokemon with powers in between each player's turns as long as it's active. That's... Easy to get around with Warp Point. It hits almost every LV.X pokemon in the format (doesn't hit Darkrai unless its leveled up from Darkrai MD, other then that though...). It hits draw engines like Bronzong. You can't combo it with Cessation crystal though, which is a shame. Its attack to spread damage for no energy is rather tasty too. Since you'll essentially be able to deal 30 damage worth of damage to every opponent's pokemon with a power each turn, it has the highest damage potential. Of course, you need to have some damage counters first to spread anything...
How well it'll work has yet to be determined. Unlike Magmortar, it lacks a solid attack for finishing off pokemon. Unlike Lucario, it lacks a basic who deals MASSIVE damage to popular starters. It does have potential though. I just wonder how one would start Bronzong's spread off, and then how one would clean up the remains. Possibly Empoleon...?
