There's this one Fighting-type Pokémon from a few sets back. It's has a Weakness to Psychic, but its ability to spread is superior to most others.

:fighting::fighting: for 40 to the Active and 20 to 2 Benched... Lu-something... Something-cario... I can't remember really. Worth looking into, though. :)

Also, we don't have Froslass in English yet (DP5 to answer your question).

Empoleon's not a stage 1.

...Well, people have tried Vibrava from Secret Wonders out, but it just meshes somewhat poorly with Flygon EX d due to the drastically different energy requirements.

The best stage 1 damage spreader that we have is quite argueably Magmortar. For three energy, it spreads a grand total of 80 damage, plus its Fire Blast gives it a nice attack to sweep up pokemon who have been put into KO range by Fireball Bazooka. Plus, Fire type gives it Fire Starters for partners. Glaceon weakness (due to the LV.X's body, not because of Glaceon's attack, believe it or not. See Empoleon DP for proof that physical weakness isn't enough to be a problem) is problematic for the deck, but it still holds a significant amount of power.

Second best likely goes to Lucario. 60 damage total for two energy is fairly good. The important thing though is how it spreads 20 damage. Plenty of psychic pokemon can deal 80 damage, sure. 80 +30 for Gallade's weakness is... 110 damage. That's 20 away from a KO on Gallade. ...Wait a minute...
Only 20 though is slightly problematic. Decks such as Torterra can recover 30 damage off of all of their pokemon in each turn. Magmortar can heal 20 off itself whenever you play an energy. Decks abusing Dawn Stadium like Leafeon's likely to do are going to be messy as well. That's the main reason why Magmortar is one of the better spreaders, actually. His weakness advantage over the grass pokemon who can negate spread gives him the ability to merely pile up energies and let weakness compensate for the loss of pre-spread damage. Not to mention Magmortar LV.X's ability to instantly pluck Grass's biggest boon: Sceptile GE.

As a final, untested, and... well, intriguing way of spreading damage... We have Bronzong MD.
Bronzong takes the old Cursed Stone from Legend Maker's ability, placing damage counters on pokemon with powers in between each player's turns as long as it's active. That's... Easy to get around with Warp Point. It hits almost every LV.X pokemon in the format (doesn't hit Darkrai unless its leveled up from Darkrai MD, other then that though...). It hits draw engines like Bronzong. You can't combo it with Cessation crystal though, which is a shame. Its attack to spread damage for no energy is rather tasty too. Since you'll essentially be able to deal 30 damage worth of damage to every opponent's pokemon with a power each turn, it has the highest damage potential. Of course, you need to have some damage counters first to spread anything...
How well it'll work has yet to be determined. Unlike Magmortar, it lacks a solid attack for finishing off pokemon. Unlike Lucario, it lacks a basic who deals MASSIVE damage to popular starters. It does have potential though. I just wonder how one would start Bronzong's spread off, and then how one would clean up the remains. Possibly Empoleon...?

I love Bronzong MD but the only problem is that early start off for it that i trying to work out. if i can get that early start then i have no problem playing it. Thank Any advice is nice

MMMMM NOT NOW BUT IN JAPANESE SETS THERES A FROSLLAS TAHT MAKES THE NEXT:

Froslass LV.46 – Water – HP90
Stage 1 – Evolves from Snorunt

[P] Destiny Bond: Discard 1 Psychic Energy attached to Froslass. During your opponent's next turn, if Froslass' HP is reduced to 0 by an attack, the attacking Pokemon is Knocked Out.
[W][C] Icy Breath: 40 damage. The Defending Pokemon is now Asleep. Place 1 damage counter on each of your opponent's Benched Pokemon.

Weakness: Steel (+20)
Resistance: none
Retreat: 1

AND A SPIRITOMB:

Spiritomb LV.44 – Psychic – HP70
Basic Pokemon

Poke-Power: Cursed Breath
You can use this Power once during your turn, when you play this card from your hand onto your Bench. Place 1 damage counter on every Pokemon in play that already has damage counters on it. This Power can't be used if you already used another Cursed Breath Poke-Power during your turn.

[P] Pain Move: Choose 1 damage counter on one of your Pokemon and move it onto one of your opponent's Pokemon.

Weakness: none
Resistance: Colorless (-20)
Retreat: 2

WITH THIS tm THAT MAKE ME REMEMBER THE ATMR:

Technical Machine TS-2 – Trainer – Technical Machine

[.] De-Evolutionator: De-Evolve 1 of your opponent’s Pokemon (excluding Pokemon LV.X) by 1 Evolutionary stage. The Pokemon card removed by De-Evolution is returned to your opponent’s hand.

To use a Technical Machine, attach it to one of your Pokemon. The Pokemon this card is attached to can use the attack on this card.

Lucario does 40/20 to 1 Bench, dude!

Yeah, Prinplup DP is my Favorite without a doubt!

Yes, Rai! Empoleon is a GREAT combo with Bronzong in my opinion, I already made that deck, Costly Spread, Check it out, Please!

Omanyte MD does 20+10+10 and it's evolution fits perfectly into Empoleon decks.

for two energy. Omanyte does.. A lot of nothing with one energy.

Lucario can still deal damage with one energy. Colorless, too. Plus the extra damage to the active is useful, believe it or not. Omanyte takes two turns to hit the magic spreading of 20 which I explained earlier why it's cool.
Bronzong spreads more damage then Omanyte should Bronzong ever get started. And for no energy too. Empoleon, unlike Omanyte has good HP and useable basics. Omanyte's basic... Gets you an Omanyte quickly. Then... You sit around for a turn. Hm. That was useful. Prinplup on the other hand can spread for a mere one water energy.

It... IS an alternative, but if you want a stage 2 who's got a spreading basic, I still think Empoleon wins by a huge margin. I... Don't like the idea of sacrificing the Penguin's time active for something that's not as efficient as other options, you know?

Oh, I know Omanyte isn't the best by any means. I just like the fact that the whole line seems to go so well with Empoleon.

If you're using Empoleon, then Prinplup is the stage 1 spreader you want. While it's flippy, Cloyster can spread quite a bit if you're lucky.
