OK, so it's really simple to setup.
Just get out a Porygon-Z and Lake Boundary and hope your flips go your way.
Porygon 2 along with Delcatty allows for amazing draw power and speed and a T3 Porygon-Z is essential.
Porygon-Z Lv. X is essential for eliminating DREs and Scramble overdoses along with having an amazing power and being able to grab any card you need in a crunch combined with energy draw or Oaks Research. T2 is your most crucial point in the deck though. If you can get multiple Porygon 2s and/or Delcattys on T2 then you are set. Psychic Lock is deadly and Gallade is outright annoying, but it can be overcome if you play carefully. Delcatty ex is used in a crunch.

Honestly, I just wanted to make use out of my Porygon-Z Lv. X rather than letting it sit in my binder for eternity.
 
Instead of the Energy recycle system play Mr. Stones project. You can play 2 or more Supporters in 1 Turn so its not so bad. Then play 1 Illumise GE and 1 Volbeat GE to become back your supporters and play them another time. I tested it and it goes so good and I beat every Plox.
 
hes not playing candies cause the stage 1's are amazing to begin with.

That being said, i would go 4-3-3-1 with the porygon family, and stick some candies in too. That way you can have 2 2's and 2 z's in play. 1 Z attacking, 1 getting ready, and 2 2's for 3 supporters a turn.
 
Hmmm, maybe I'm missing something but I would think that you would want energy in your hand to discard for Conversion and not in the discard due to Delcatty. I know that it is suggested for so many decks but I think Claydol would be better than the Delcatty here. I understand the usefulness of Catty ex late game but I just don't think you'll be able to abuse the Conversion plus Lake Boundary if you are using Energy Draw too much. And Team Galactic's Wager works so well with Claydol and you don't run tools so Castaway is not really needed. So I think I would try

-2 Skitty
-2 Delcatty
-1 Delcatty ex
-1 Castaway
-1 or 2 POV

+2 Baltoy
+2 Claydol
+1 Night Maintenance or Energy Recycle System for getting energy out of the discard
+2 or 3 Wager
