I just thought about this deck in my head so i havent built or tested this deck yet but i wanted to post it and see what people would say about it...

Piplup x3 - MD Splatter - Extra Spread
Prinplup x2 - DP - Better Spreader
Empoleon x3 - MD - Better overall
Empoleon Lv.X x1 - DP - Obvious

Omanyte x1 - MD - IDK why i just like it more
Omastar x2 - MD - Obvious

Duskull x1 - DP - Better
Dusknoir x1 - DP - Obvious

Cresselia x2 - MD - Foresight isn't that bad of a start
Cresselia Lv.X x2 - GE - Helps get me KOs

Baltoy x2 - GE - For Claydol
Claydol x2 - GE - Poke-Power DUH

Pretty much the same thing floating around here. btw where is the Helix fossil? You need 2 of them.

For some reason I don't like the Cresselia line.

Just played a version of this deck today at BRs. I didn't play with Cresselia. I don't know if its the best idea, It sounds good in theory but in practice I think it moves the focus off of the cards you need to focus on: Empo and Omastar. Cresselia would probably be better in Bronzong/Empo because of increased spread and Psy synergy.

I know you said no DRE, but if you don't have them, trade for at least 2 of them as well as at least 2 scramble.
