Are the any legal cards that are not used at all?

I was thinking earlier, are there any legal cards in Modified format that are not used at all? And by 'not at all' I mean used by less that 50 or so people worldwide or something to that effect. I'm sure there are many from the EX sets, but what about DP-on?

The first one that comes to mind is Ursaring MT. I have never battled anybody with Ursy in their deck, and I have never read a decklist on here or 'Beach with him in it.

Another is Night Pokemon Center. I have heard that it is used in Wailord decks, but I haven't seen many of them. It is such a bad card, I can't think of any reason why anybody would want to use it in the first place.

Old rod is probaly the least used card in format. But as for DP on, there are several cards that see little attention like raticate or delibird. And dont forget cards such as pikachu*.

Night Pokemon Center would be the least played imho. I have a friend who plays Old Rod in all his decks, so I don't think that is the least played card.
 
I wouldn't be worried about Seviper GE, as it's at least half-decent. Other legal sevipers are so much worse.

My picks:
- Pokémon Fan Club (I've never even seen this card)
- Delta pokémon (Well, at least ones like Mewtwo d)
- Holon Phantoms (let's count the Rare Candies as GE cards)
- Night Pokémon Center (Hey, Rival is good)
- Ursaring MT (Unown P is here, your time is now!)
 
Haha. my picks would be:

The entire Bidoof line.

Aww...poor bidoofs - these pokemon got no love in competitive, hehe.
 
There is A TON of cards that I never see play, even by the little kids at my store. Kids play with flashy exotic cards, even if they are bad. Pick out nearly every evolution line from any given set, and I'd say "no one uses it".

I lost to a Ursaring deck in Fall Battle roads, they played it with Boost Energy and Gardervior (Power Keepers). It was awful.

Despite being a terrible card, it still happens to make it's way into decks, mainly those of people who don't know any better. So, you can't really say it's unplayed.

Anyway, my vote goes to Night Pokemon Center as well.
 
The 1st Rotom (GE), bidoof, cherubi and cherrim, dunsparce, finneon, Claydol EX (I had to toss this in there for the Lafonte crew Nats 2007), pachi (DP one), uxie, mesprit and azelf

Those are the ones that come to mind

Night Pokemon Center. A trainer with only a 25% chance of doing anything good and just as high a chance of crippling the pokemon you are trying to save?
Pass.
 
Yeah, I know someone mentioned Pokemon Fan Club, that saw some play in some T2 Kricketune as well. Purugly is a good useful card. Also, the mention of Holon Phantoms, Flygon d saw alot of play in the fall for Flyvire...
 
Relicanth HP. Claydol EX is an okay tech in decks that already run Claydol GE.
