This deck seems like it has a lot of potential.
Basically, you just try to setup a T2 Gyarados and tank with it while doing massive damage. Unown P and Unown ! spread damage around your Gyarados so they can hit for more damage with Flail. Claydol provides draw power and Bucks and Pluspowers allow for lots of extra damage.
Also, this acts as a semi-counter against Kingdra. Kingdra snipes for 20, but while you have Gyarados's swarming, if Kingdra tries to hit Gyarados then they are just fueling your attack.
It is very easy to setup and donk, and it seems like a viable rogue deck for next format. We shall see.
