It's broken if you can get both Lv.Xs out, but the problem centers around how to do so. It's a bit slow and clunky.

If your running 1-0-1 Luxray, drop 1-1 Claydol for 2 Azelf, so you dont end up with your Luxray prized. Personaly though, i would drop to 2-1-2-1 Magnezone and flesh out your Luxray line a little. Shink-Luxio-Luxray move progression early game is too awesome to just throw away.

You might want Raikou SW in. That's the place to do your energy drops, 10 to your opponent and move them forward with Magnezone.
