I'd go out and say remove Special Conditions. The last sentence seems a bit irrelevent since it's a switch but meh. Good card.

I like. Kind of sucks that it takes a turn to do, but appropriate setup time is appropriate.

I'd make Duplicator a pokepower that only works when it is active and give it a pokebody that doesn't allow you to attach energy to it unless it's active, make it's retreat 2 energy and change the last sentence into: place Rokman's Ditto in the Lost Zone. I'd also remove special conditions when switching Pokémon.
