There are no pokemon in this list. Does that mean that all of the old pokemon, like Mr. mime or cyndaquil from neo are banned from tournament play?

Unless a Pokemon has been reprinted exactly like it was in a rotated set it isn't allowed. Right now there are no Pokemon that have been reprinted in any of the current modified-legal sets.

Just the information is what needs to be the same such as HP, text, powers/bodies, attack damage, weakness, resistance and retreat. They can be errata'd as well though.
 
Everything has to match the former card, if it fits the requirements of what an errata'd trainer/supporter/stadium fits, then it will be legal for play. But anything at subtle as an HP difference will contradict this.
 
So why is Charizard arceus banned as well? he only came out about a year ago?

More like two years ago.
Usually, cards will stay legal for about 3 years.
But they had to do a bit of a bigger rotation than usual to take the new B&W rules changes into account.
Older cards are not balanced within the new rules.

do you think it's good for the game to keep doing these rotations? people lose interest if their favorite cards get banned. Also, they have to keep spending a lot of money?

Like Charmander, Charmeleon and Charizard of the Base set, they were reprinted in D/P Stormfront.
 
Other than Great Ball and Recycle, were any of Emerging Powers a reprint of an earlier set?

There are some cards that have the same effect as earlier cards, but they have different names, so they are not reprints.

Stormfront has been rotated out. The current format is HGSS and up.
 
I'm just getting back into the game after a bit of a break... I did a quick google search to see if Japanese versions of cards were legal and I saw something from 06 saying they were, and this (way more recent) saying they aren't. Just curious when did that change? I had awesome japanese energy's :(

1. Can we change the name of this thread to "2011-2012 Modified Format Legal Card List"?

2. Are any DP Promos still legal? (There should be a reference to DP Promos in the first post)

3. What about the McDonald's promos?
