What decks are going to be dominant for the 2012-2013 season?

I posted before, and I got a few good answers, but since we have had battle roads, people should kind of have a better idea of what is going on now. Anyway, I was sent to military school right after reshi/zpst and right before Mewtwo EX. I heard Mewtwo EX was a huge card in the format here, but with the new dark explorers set coming out, it wasn't supposed to be as big. Anyway. what I was wondering was, since battle roads have started, what decks have done well, and what decks do you think are going to do well at least at the beginning of the 2012-2013 season. As I saw last year, the meta can change mid-season, and I understand that, but I would like to have a good showing at regionals/early cities. I have maybe a 300-400 dollar budget, but it isn't strict. What decks are going to do well at the early pokemon tournaments? Also, and I know this doesn't belong here, but what sets are legal for the 2012-2013 season?

Also on the front page there is a Japanese tourney report that should give you an idea of what decks might be dominant later on... actually I can't find this thread anymore, hmm...

I have not heard anything about what sets will be legal, there has been no announcement that I know of...

so it looks like decks like cmt and darkrai/tornadus are doing well. I read that it will probably be BW on for rotation, so that rules out cmt, how long do you think darkrai/tornadus will work? When does the dragon set come out?
 
The dragon set is coming out mid-august, around the time when Worlds Championships is going on.

I don't see why Darkrai EX/Tornadus EX wouldn't continue seeing play when all it truly loses is Smeargle which reduces its early game power, but there is still the chance for the T1 60 from Tornadus EX, it's just not as easy to pull off.
 
I believe eel engines with things like Mewtwo,Raikou, TEX, and Rayquaza; will be very playable. Darkrai will still be big, but may develop into a more secondary role for things like the new Hydreigon. Terrakion (both ex and normal) will likely see play as well. I have yet to see the garchomp/altaria thing, but it seems to be pretty good from tourny reports.

It wouldn't see play because junk arm is gone which kills its consistency a lot.

We don't know the answer to this question yet. There should be an announcement soon if previous years are anything to go by.

When we do, will be be in a better position to answer the question in the thread title. At the moment, all we know is what has been winning in Japan (where they have a different format and tournament structure).
