Actually, yes Mew can. If it uses Shred.

Anyway, this card really, isn't very good any more. It used to be good, but there are EXs that can bypass Safeguard easily. Giratina EX's Shred, Cobalion EX's Steel Bullet and Latias EX's Barrier Break. Latias EX may only deal 70 Damage, but with the help of Laser/Bank, even it can 1 shot Sigilyph. And Mew EX can steal Shred and 1 KO Sigilyph no problem too.

I see more flaws with this card than I see good. It's HP is way too low. Only 90. Safeguard can be bypassed by the likes of Shred, Steel Bullet and Barrier Break Laser/Bank and it's Psychic attack takes too many Energies. 2-3, depending on whether or not you've used DCE. If you want to hit your opponent with an attack that deals extra damage for each energy on the defending Pokémon, Meloetta hits faster. I Psychic Energy to deal 10+ 20 more for each Energy Card on the Defending Pokémon, rather than 2-3 for 50 + 10 more Damage fore each Energy Card on the Defending Pokémon. But then your best hitter in that kind of style attack, is Deoxys. 30+ 30 more for Each Energy Card on the Defending Pokémon. For 1 Psychic, Prism or Blend (PRGD) and 1 Plasma Energy Card, Deoxys EX's Helix Force is the same style attack as Sigilyph and Meloetta's Psychic attack, only it hits harder and faster than Sigilyph. Cuz all you need is 1 Psychic/Prism/Blend (PRGD) and a Colress Machine and you've set Deoxys up in 1 go.

Then you have this card's Weakness to Psychic. Well Mew EX can Shred 90 x2. So 180. Which is double this guy's HP. And the Retreat Cost. Well, that's pretty good. Only 1.

This card was great when Darkrai/Hydreigon was great. Cuz you could just throw this thing into the active and force your opponent to waste Catchers to get it out of the active and then just keep putting it back to active and smack their Pokémon with Psychic. But Darkrai/Hydreigon is dead now and so is Sigilyph.

The only thing I really like about this card, is the artwork. That's the most boss artwork I have ever seen on a Shiny Card!

Sigilyph gets only a 2/10 from me. But the artwork gets a 10/10!
 
2/10 at most right now.

The problem isn't that there are EXs out there that bypass Sigilyph's ability, it's that there are so many non-EX Pokemon popping up in the biggest decks right now. Darkrai has Absol, Plasma have Kyurem, Absol and Landorus available to them, Blastoise can always attack, especially with Superior Energy Retrieval out there, Accelgor can attack in place of Mew EX, Garbador shuts the ability off and even Rayeels can tech in a Zekrom or two should the need arise.
 
If anything, this is just a neat tech if you can handle the non-EXs of decks, but fear the big hitting EXs.

Of course, try to eliminate their lasers before playing this card.

5/10. Suicune will hopefully help carry on the ability successfully.

Safeguard can be a great source of frustration for an unprepared opponent (even if there are ways around it). Attack isn't the greatest, especially since several playable pokemon resist psychic. 90HP is perfect for level ball and one retreat is reasonable.
