Hey, I'm completely new on pokemon and I would to start playing. I've only played Pokemon Ruby on the GBA and since then I havent done much.

Where should I start?

Should I buy starter decks?

If so which ones?

What are the most popular types or cards nowadays? (ex. EX)

I would recommend focusing your money on Diamond & Pearl, Mysterious Treasures, and Secret Wonder (comes out in a few weeks) cards. This guarantees you that your cards will be legal for all tournaments until October 2009.
 
Yeah, all the starter decks are pretty good. You almost cannot go wrong, although, I wouldn't purchase Bastiodon. If I were you, I would choose a starter deck and buy a tin with the matching level x.
 
Which booster packs should I buy just so I can do a bit of trading with my friends.

I'm buying

Armor Fortress and Skull Charge and pre-ordering Power House and Lavaflow. These are starter
decks.

I'm buying off toywiz cause in Canada the taxes and price has gone up but the currency is higher so I save like 2.50 off a 58 dollar purchase. My town doesn't sell starter packs anyway.
 
If you can find them online somewhere, the Diamond and Pearl theme decks are much better than the Mysterious Treasure theme decks. I wouldn't focus too much money on theme decks though. The cards you can get from them are very limited. You might be better off buying the tins that come with packs and come with an alternative art lv.X card.

I usually buy my singles online. It can save a bit of money and it's not as random as buying packs.
 
construction decks are good for getting energy and bad trainers, but you should just get either 4 empoleon or 4 infernape theme decks so you can have a viable deck.
 
One really good idea would be to look around stores selling standard trainers for cheap. Alot of stores sell staples like TVR, Steven's Advice, Rare candy and even castaway for $1-$1.50 each, which should be good to build up a solid trainer engine.

how about you base your asumptions on whats been previewed?

since charizard has been shown..that means blastoise/venasaur will be coming out...blastoise is a kool card.
since raikou has been shown.....suicune/entei will be coming out....and suicune is preety good to.
 
I suggest you spend your money on 1 starter deck and the rest on booster boxes of secret wonders/Mysterious Treasures the new set coming out and a newly released set. trade like a mad man to get all the trainers you need because they are the most important part of your deck without them you will get squashed. There are some good deals to be had from your fellow canucks.
Read the deck forums for some ideas on how to build a deck and go to a local league regularly to learn the ins and outs. Don't be afraid to ask any questions everybody will try to help you out.
