ehmm.. no.. He's an EX.. he is supposed to be a little above average... with only 90 base hp, it isn't that good after all... Usable, but not brilliant

That doesn't count.. Toxic has it's advantages and disadvantages... if the defending poké retreats, switches, full heals or something similar, you would just have done 20 hp, but if the defending poké remains in play for some while, it has a huge advantage.... so you can't say it is 40 for 1...

THAT is broken... he's not even an EX :) Tropius' power only works on himself/herself..... And what 40 for energy? only thing for 1 energy is Toxic....
