Celesteela GX - Rocket Fall

Hi! I was wondering for Celesteela GX Rocket Fall Attack the wording goes like that ''This attack does 30 more damage for each (R) in your opponent's active Pokemon's retreat cost". The "For each (R) In your" does it refer to the section on the card or just the cost in general like a card like "Heavy Ball" and does card like Silvally or Float Stone alterne the effect of attack.

The better way to write that is either "for each *" or "for each {C}".
For future reference.

In any event, it is referring to the effective retreat cost.
If an effect (like Float Stone) removes retreat, then there is no bonus
