Remember that the FA Rayquaza and Giratina EX could count as a different card (assuming that's what they mean) than the regular Rayquaza and Giratina EX, which would bring the counts to more than 15.

Like you said, Dragon Blade/Dragon Blast still add up too perfectly to Dragons Exalted's set count, and it could mean that the FA Rayquaza-EX and FA Giratina-EX count in the 15+ Dragons.
