    The main problem I see here is that this deck's only purpose is to counter Vilegar. However, unless Vilegar is the only metagame deck played in your area (which I highly doubt), this deck will have very major problems against virtually every other deck it faces.     That doesn't mean your game's defective. It's most likely just a glitch - Pokémon learn new moves at the daycare, and Rattata most likely got a new move to replace Cut, even though that is not normally doable via level-up. //Akane
