There are still some decent reprints here. Umbreon UD? Ninetales HS? Plus, we haven't seen all the cards yet!

I'm a bit partial to Yanmega Prime TR as there are so many hand-size changing cards, so much Grass support - and plus, you get a small advantage over Gengar SF, what with the minimal amount of cards in your hand!

Espeon will be very much affected by the deck's 2 main cards. Those cards are Gengar and Vileplume. Plume won't be attacking, and its Poké-Body will affect Espeon just as much as it'll affect Umbreon. On the subject of Gengar, Shadow Room will do just as much damage to Espeon as to Umbreon...

The main problem I see here is that this deck's only purpose is to counter Vilegar. However, unless Vilegar is the only metagame deck played in your area (which I highly doubt), this deck will have very major problems against virtually every other deck it faces. So, let's see if we can tidy this...

This is a really nice deck overall, but Scizor and Steelix have no synergy whatsoever outside of the fact that they are the same type. I've tried to play this deck once, but running straight Scizor/straight Steelix works much better. However, if you insist on playing SciLix, I would recommend...
