In a 2-2 battle, if you get the both of them out as actives, you will definitely increase your chance of winning by a lot. There are not really a lot of good basics out there except for those Pokemon-ex.

I asked that question before, and the answer is no. Energy Charge and Power Charge are 2 different cards because of their names. What a waste for a rare card(Energy Charge).
