Δ Evolution and Rare Candy

Can a Stage 2 Pokémon with Delta Evolution be played onto a Basic Pokémon using Rare Candy under circumstances where Rare Candy by itself would not allow you to evolve that Pokémon? (Example: the first turn the Basic Pokémon is in play.)
