Gyarados makes me smile but also makes me cry. At first glance you might think he's awful, or you might think he's the best slice of bread in the world. But I feel he's a little in between.
Gyarados has 120HP, which someone could have expected since the Pokemon from the Diamond and Pearl series have increased HP. This puts Gyarados on par with many older, still modified, stage 2's that it might run up against and is only 10 HP less than the stage 2's he might see from the recent sets (Empoleon, Feraligatr, etc).
Gyarados has a great Poke-Body. It's called Dragon DNA. Even the name of it is awesome! To sum up his Poke-Body, Gyarados can use any attack of the Magikarp underneath it. And if it does use any attack of the Magikarp underneath it, and if that attack does damage to the Defending Pokemon (metarule here), then that attack will do 30 more damage to that Pokemon. That's pretty nice. Imagine doing an attack for 60 and actually pulling off 90 damage. Imagine doing an attack that does 90 and actually pulling off 120 damage!
But that won't happen...because Magikarps are pretty lame.
It amazes me how weak Japan wants to keep Magikarp. With the release of the Diamond and Pearl series of sets, many basic Pokemon got a boost in the HP department, usually going from 50HP to 60HP. What did Magikarp get? Nada. Basics are doing more damage on average and Magikarp's 30HP isn't going to stand up to most early attacks. How can a deck get moving if it's legs are swept out from underneath it? That's the big flaw with Gyarados. Not the Gyarados itself, but the Magikarp it has to rely on to get setup and to use it's attacks.
Not only that, but the Magikarp in Mysterious Treasures only has 1 useful attack, and it's other attack is really to risky to try to use. And since Magikarp d from Holon Phantoms can do a MASSIVE 10 damage for one colorless, Gyarados just doesn't have the tools to make it really playable imho.
But Gyarados has an attack too, but don't be surprised if the attack is mediocre. The attack is called Enrage, and it does 80 damage, which is very decent, but for 4 energy, which is not. The effect of the attack, which lets you flip coins until you flip tails and discard a card from your opponent's hand, is very good, even with the "if your first flip is tails, Gyarados is confused" clause. There are many ways to get around confusion. But you can't get around a high energy cost easily and effectively, and that is another department where Gyarados, as a card, fails.
Weakness to Electric +30 was expected. I mean, Gyarados is 4x weak to Electric in the video games. But this is a little above norm since it's been a trend since the release of the Diamond and Pearl series to give basics weakness +10, stage 1s weakness +20, and stage 2s weakness +30. There are a few cards that stick out with differences and Gyarados is one. But I tell you, +30 is NOWHERE near as bad as 2x. So even weakness isn't that big of a problem. Gyarados would be a great card if it's worst quality was it's weakness.
Resistance to fighting is pretty nifty. It's been a trend recently to give any water pokemon that is part flying in the video game (Mantine, Gyarados, etc) resistance to fighting. Sure, it's not the same ole' -30 that we are used to, but any resistance is better than none. And fighting was at least decently popular near the end of the last season with all the Lucario variants running around.
Retreat of 3 is a bummer, but it's expected. Gyarados is HUGE. Water Pokemon are gifted with ways to reduce retreat cost currently, so his retreat isn't even that big a problem.
It's just the stupid Magikarp! Where's Dick Cheney when you need him!? Haha, okay, that might have been too much there.
I guess I should rate the card now.

Modified: Okay, the important format. Gyarados is a very decent card struck down not by it's own flaws but the flaws of it's impossible to elude, lower stage. If Magikarp was more decent, Gyarados would inherit those qualities and would be a much more playable card. But alas, Magikarp is crap and Gyarados is stuck relying on it's 4 energy attack to do anything decent. Yeah, it can hit you for big damage when it's about to get KO'd! Oops. It's a sad story of a Pokemon with a lot of potential being defeated by outside forces. Maybe Japan will give Magikarp a chance to be decent some day. Until then, I have to give Gyarados...
