4/10 for bad weakness and its too risky for a coinflip for the main attack. T2 setup to use it will be hard, unless you get the good cards out on T1. The 4 is the good artwork of the card.

I give this card a 6.5. The only thing going for it is the second attack. Paired with Victini you have a chance at getting off an attack from a benched EX such as White Kyurem, Landorus, Darkrai or Even Cresselia (Null weakness). I'd throw a giant cape on it so it isn't as easy to knock out. Being a stage one is a big set back, if it were a basic it would be a 7.5 imo. 1 retreat isn't too bad, and resistance is decent. Weakness to fighting is pretty bad but what can you do. Artwork is not amazing but it's still pretty nice. I give it a 7.
