The HP is a little low, but decent. It doesn't get knocked out by a lugia or anything, but still a little low.
Ability is pretty neat, healing 20 damage is nearly game changing. That can provide an extra turn for attacking.
Speaking of attacking, Groovy Dance isn't very good. 2 water and 1 colorless- you cannot use a double colorless, so that stinks. 70 is pretty low, and the ability to discard an energy to confuse is pretty poor considering you can retreat or rush in or switch or... ya. It's useless.
Retreat: A good retreat cost, you can search for this guy with a heavy ball which is neat. For retreating it is bad though.
Weakness: It's decent, not the greatest. There are a few good lightning type attackers out there that would eat this guy up though.
Resistance: none
Stage 2: This hurts a ton. It's all very slow paced.

Overall opinion of the card is 2/10. Reason being: Attack useless, HP is too low for the ability to counteract much. No resistance, and stage 2. CUTE POKEMON THOUGH!
 
I been trolled by this on PTCGO. Then again i was playing a pretty bad deck when it happened.

hp is bad for a stage 2, dont care that i can heavy ball it out since im probably never going to play it, lightning weakness whatever, stats are just whatever since its attack is bad. its ability doesnt do very much in this modern age and its attack isnt that great since 70 for 3 is awful. confusion is easy to play around and it deals a horrifically low amount of damage along with having to discard.

would have been great with reuniculus back in the day but little too late. its not the most useless thing on the planet, just incredibly lacking any sort of power, utility or any speed. consistent healing would be good if the game were slower but its not.

This is one of the worst cards of the set. Bad HP, horrible attack for the cost, stage 2, okay ability.

1/10 because the healing is nice, but you're not going to get much use out of it.
 
Ludicolo I believe has only had the Rain Dish Ability only one other time during the EX series when it was a promo card.

ex Sandstorm
Nintendo Promo 20
Secret Wonders
Plasma Storm

now.
