Not a good card without Lugia, And right now Lugia isn't a good card

Hard to rate. On it's own, it's useless, but there are some bonus effects you get if you play this. The best thing about this is the easy acceleration with colress machine, but there aren't that many plasma pokemon to take advantage of it. The plasma engine will be broken in future sets, but right now, it only has a small niche.
