Only a matter of time until my card came up, 10/10 since I've wasted so much getting 14 of these..
 
In all seriousness, 6/10

The HP is high. The attacks are costly, but strong for what they do. Split bomb can set up some scorching fire KOs. For energy acceleration, there's Celibi EX/Charmander. The attack is mostly colorless so you can take advantage of DCE. It's not great, but it is decent.

But if we take the card at face value, 2/10. The fighting energy cost makes it a whole lot harder to built around.
