ah steelix one of the strongest stage 1 poke (strongest is likely wailord).

sadly this steelix isn't very good compared to previous versions, 150hp, fire weak, psychic res and 4 retreat, hp is great for a stage 1, weak and res are decent since fire isn't big atm, 4 retreat is terrible but standard for steelix cards

as for attacks both can use dce and plasma engine since hes a plasma poke, but they don't do very good dam, first attack removes weak but as said earlier fire isn't big atm and 50 dam is low for 3 energy

second attack 100 for 5 energy hasn't really changed since previous versions of steelix which is a shame since most other attacks have gone up and the next poke with a 5 energy cost is snorlax with a dam range of 30-180 (average 120)

when you consider the low attacks, high energy cost and that a previous version had built in acceleration this steelix is lacking in too many areas to make up for the good ones

This has tanking potential. 150HP is above average for a stage 1 pokemon, but it also gets protection from EXes with plasma klang, and metal defender protects you from the likes of benchtini. Unfortunately, I don't know how good of a strategy tanking anymore and the energy costs for the attacks are horrendous.

Stick with Cobalion EX for metal decks.
 
Right now a "tanking" with a Pokémon must rely on a protective effect, because there are too many decks that can push for a OHKO... yes even of a 150 HP Pokémon. If a popular deck doesn't do that, it tends to destroy your support system instead, be that attacking anything you might have on the Bench, shutting off access to Items, keeping you near constantly Paralyzed, etc.

Steelix [Plasma] is thus already facing an uphill battle; it can tap Klinklang [Plasma] for a protective effect, but so can any other Metal-Type Pokémon... so running a big Stage 1 becomes just an insurance policy, and one that isn't even full proof. Klinklang with Shift Gears would allow moving [M] Energy around, which could be good for a degree of Energy acceleration as well as Max Potion abuse, but the attacks just aren't worth it.
