Well, Kingdra (pfl)...i'm a fan of this "little bug" for as long it has been printed.

I've had a Kingdra deck ever since the Neo days, and ever since it has had one consistency in it : cheap and decent attacks, they might not be the best in format,
but they're good enough to be played in a fun , league deck, at least...

i'm running a list nowadays, both in real and in virtual game, consisting of kingdra pfl-altaria drx and shaymin bc, it runs pretty good, is fast and slick, but as
you might know or figure out, nowadays there's no place for st2 decks in a format with no BTS

well, lets head on now to the case in question...

attacks:

first attack :20x the :water: and :lightning: energy in the discard, then shuffle them in to deck, a decent attack, hard to set up with no discarding engine in modified... but still...decent
second attack: 30 to 3 pokes, for one energy!!! pretty much sums it up... nice ;) (altaria drx does the trick , adding great damage to the active poke, lads and lasses, try it out ;) )

my rating:

modified 7/10 (with altaria drx, turns into a pretty good attacker, thundurus ex, however, simply just rained all over its parade)

unlimited 9/10 (BTS, life orb, ancient tomb, wally's, etc. you name it, they just make the card pull through, in an excellent way)

One of the better stage 2s to come along. Tri bullet alone is pretty good and makes this worth a look. It's kind of like NXD Chandelure, but on a pokemon with higher HP and it doesn't have to hit the active. But what really makes this click is the first attack, Dragon Vortex. It's an attack you'll only use once, but late game, it can be very effective. You can OHKO an EX and save yourself from decking out for a single energy. Empoleon's diving draw can get the energy in the discard while drawing you cards. But you don't have to worry about decking out or running out of energy because Dragon Vortex puts the energy back in the deck. I've played against a deck using that strategy and it caught me by surprise.
 
I am playing this card and it's good. Having 2 attacks which only cost 1 energy is what makes the card.
In the current format there are not enough ways to discard cards on a regular base, so you need to pair it with Empoleon.

But as good as it is, with all those big basics around it's very hard to play stage 2 cards with basics who have double weakness and only 50-60 HP against 170 HP basics who one hit KO them.

Still I give it 8 points in modified.
