Nice! First, baby! Garbodor is much better now that Float Stone exists. Edit: So now, not only can it block abilities, it can also free retreat if it's not knocked out. The bad news, is that it only has 100 HP. 100 HP isn't very good. Psychic weakness isn't that painful, because not too many people are playing Mewtwo these days and your not gonna be attaching any energies to it anyway. The ability to block Abilities, is awesome. The downfall, to it though, is that it can be tool scrapped or catcher'd up and 1 shot. 3 retreat doesn't hurt this card at all, because of Float Stone. Plus it's searchable by Heavy Ball.

This card can be good, but only really against Darkrai. Because Darkrai uses no switches. It doesn't hurt TDK very much, TDK can still smack for 30 and 30 with Kyurem or 60 and 30 if Laser Bank is used. And if you get the 3 Energy requirement on Kyurem, you can catcher up a Garbodor and 1 shot it.

I have to give this card a 3/10, because it's really not that good any more, because it can be bypassed either by tool scrapper or 1 shot.

Art Work is awesome though, so 10/10 for that.

I think this card still has a bunch of potential especially with float stone like the person above said. But not only is it good against darkrai, it blocks blastoise's deluge, keldeo's rush in, klingklangs plasma steel, and don't forget about gothitelle's magic room if set up fast enough. The only metagame it doesn't block is TDK, so for that the card gets a 7/10.
 
It doesn't matter if it doesn't block great abilities in TDK since they don't have too many ( though blockin Deoxys and Lugia is great). It's the fact it. Can ruin games and let his friends do damage a bit more freely. Garbodor is never the main focus, or it shouldn't be. It's more of a supporter. And because of that, it's a solid 8/10.

Why just 8? Why 8 at all?

Soooo many tools are out currently. Plasma Blast also unleashed so many game changing tools also. What does that mean for Garbodor?

Tool Scrapper is going to be literally, everywhere. Too many tools can just shut down a lot of Pokemon as well as be very threatening for others, Scrapper is going to make a comeback, and that's where Garbodor will be hindered.

I'm a huge Garbodor lover, but it's not looking good for it, might be on the way out.

Playability is going towards 6-7/10, maybe lower depending.

But the value of it in battle, for sure a 8/10 at least.
 
Best way to review an anti meta card is to see it's effects on metagame decks.

Blastoise/Keldeo: Destroys it. Shuts off their main energy accelerator and prevents Keldeo from rushing in. Leaving them to manually attach. Win

Rayeels: Same thing as above. Win

Gothitelle/Accelgor: Shuts it down, but they can recover with a tool scrapper or by getting Gothitelle out first. Loss

Plasma toolbox: Shuts down Deoxys and the teched in Lugia and Snorlax abilities, but it doesn't shut down their energy acceleration and still leaves them with big basics. Tie

Darkrai: Shuts down their ability to retreat, but they still have energy switch/darkpatch for acceleration. I would say tie.

Big basics (Landorus/Mewtwo/Tornadus): Doesn't affect it. Loss (or at least disadvantaged)

So as you can see, it does weaken a lot of decks, if not outright destroys them. Unfortunately, the need for a tool makes this vulnerable to scrapper and a little trickier to set up. Still good, but not unbeatable.
