An Error in a card...

I think I may have found an error similar to Pokemon Reversal...
Lets say that I have a Sneasel EX in play with 4 Darkness Energies attached to it. I then attack with Beat Up. I miss all my flips which results in no damage.
According to the Darkness Energy from the Expedition set. It says "If the Pokemon Darkness Energy is attached to does damage with an attack (after applying Weakness and Resistance), the attack does 10 more damage."
However the Darkness Energy from Ruby/Sapphire states "If the Darkness Energy is attached to attacks, the attack does 10 more damage to the Active Pokemon."
If I read the Ruby/Sapphire card I could assume that I would do 40 damage instead of 0...
I know that recently the whole text for Darkness Energy has been changed alot. I would just like to know which card is correct.
I assume that the Expedition one is correct but I thought that this may need to be known...

Q. The wording on Darkness Energy from the EX:Ruby/Sapphire expansion says, "if the Pokemon Darkness Energy is attached to attacks, the attack does 10 more damage to the Active Pokemon." Does this mean that you get to add +10 even if an attack does no damage at all to the Defending Pokemon (i.e. EX:Sandstorm Murkrow's "Surprise" attack)?
A. No, it still applies only if there was initial damage to add to. So in other words, you still have to do some damage in order to have "10 more" done. (Sep 18, 2003 PUI Rules Team Meeting)
