"An EX can't attack" or can it? Or can a Mega-Ex attack (Regice and Dialga EX attacks

Dear people,
It seems like the “EX can’t attack” function works differently depending on cards - at least when I played on Pokemon Trading Game Online…
I used this one:
Regice (AOR - 024): During your opponent’s next turn, prevent all effects of attacks, including damage, done to this Pokemon by Pokemon-EX.
And I was safe from both EX and Mega-EX attacks.

BUT, when I used this one:
Dialogue EX (PHH F62): If the Defending Pokemon is a Pokemon-EX, it can’t attack during your opponents next turn.
I WAS attacked by a Mega-EX… so what is the rule here?

Does “Pokemon-EX” also include Mega-EX or not?

Pokemon EX includes Mega EX Pokemon, yes.

I suspect that something else occurred in the game that allowed the Mega EX to attack.
For example, you used Chrono Wind on an EX Pokemon and on their turn, the player evolved it to the Mega (with a Spirit Link attached so the turn didn't end).
Evolving removes ALL attack effects, so if the EX evolved to a Mega EX, then the effect is gone and it is free to attack.
