I thought this up the other day and (as far as I know) it is an original idea. This is for single battle only (as far as I can see). This is probally the staple set:

Dugtrio @Focus sash
+speed, -spc atk
252 attack, 252 speed, 4 HP

Earthquake
Rain dance/sunny day/sandstorm
Rain dance/sunny day/sandstorm
Reversal

Basically, you bring bring this in on a weather inducer, making sure the switch doesn't break focus sash. Using arena trap you KO the weather inducer (ninetales with earthquake x2, T-tar with Earthquake + reversal, Politoed with Earthquake + reversal, although politoed is untested). After Ko'ing the pokemon you than take advantage of 1 of your 2 weather conditions to negate their condition. It is pretty simple, but unexpected, as most of my opponents have commented on this dugtrio being a surprize. Is this a good set?? Is it worth playing??
 
Using Dugtrio as a weather trapper is pretty well-known. I don't think I've ever actually seen weather moves on it though, that is definitely interesting. You'll often see Dugtrio on Sun teams because of Ninetales' particular weakness to Tyranitar and Politoed - it can come in on either of them after they take a KO, trap them and KO them.

How does this set fare against Hippowdon? And, also, Rain Dance Tornadus does exist...

Yeah, Hippowdon is a weakness I suppose. Does this 2HKO politoed (becuase of the sash), or does it only take down a weakened politoed??
 
Defensive variants of Politoed will take an Earthquake and a max power Reversal (the two put together will do about 60-70% before leftovers). Most other variants are 2hko'd.
 
Give it only one weather move and add Stone Edge or Aeriel Ace, imo. Sub-seed Abomosnow will beat you down, and I'm not sure you do too well against Politoed. Whatever the case with the latter, there still is the problem of Abomosnow. Also, you might want to use Adamant nature, as none of the Pokemon that set up weather are faster than Dugtrio, unless they carry a scarf, which isn't that likely.
 
Scarf Abomasnow is fairly common.

Scarf Politoed is a little less common, but still frequently seen.
