Yes they are legal. Only Ancient Mew is not legal. You might want to add Magby (Neo Genesis) if you want to counter Vilplume ex, or maybe a Wobbufet (Sandstorm) also reprinted in the (Power Keepers) set.

For example, you can attach a darkness energy to Cleffa, Swoop and then attack with Sneasel, saving an energy attachment. Holon's Electrode returns Cyclone to your hand and you can attach Holon's Electrode to return it to your hand, so that you can use Cyclone again.
