Are these sleeves legal?

i've never seen these before and i know some of the older official pokemon sleeves have been banned because of non-solid borders, which these have, but I'm just making sure.

They fit the rules and requirements, but you'll need to be careful to make sure they are all cut the same length. If you end up having miscut sleeves, it can lead to a marked card situation.

ApachePrime is correct.

These were the first set of sleeves released officially by Pokemon (in the US) after they changed the Sleeve ruling. They are perfectly legal, due to the solid boarder, as long as they are all from the same run and are cut the same.

Be careful about their condition, though.
I can see that one corner, at least, it damaged.
