Are Trevor and the new Xerneus/Yveltal promos legal for Regionals this weekend?

Some retailers have the new Battle Arena decks in stock already. Are the new cards in them legal for Regionals this weekend? If not, when(for the purposes of League Challenges and whatnot)?

sell sheet listed oct 22 thought I've seen oct 15 in places as well, either way unless the card is a reprint of an already released card it wont be legal tell 21 days after release which at the earliest would be nov 5 or nov 12 which is after regionals.

looking at the list of cards in the two decks I think they are mostly reprints so only the new promo xerneas, yveltal, and trevor would not be legal for regionals
