True, an accident due to Cheaney's negligence, but an accident none-the-less.
The incident is so much a metaphor for the way this administration conducts business (shoot first, ask questions later; keep everything secret no matter what; admit no error unless and until forced to, if even then), but I don't see Cheaney as being guilty of anything more than minor things like not getting his stamp, being a sloppy shooter and, oh yeah, being a fake tough guy because he's shooting domesticated quail that present no real challenge.
As someone pointed out, Teddy Roosevelt got the "Teddy Bear" named after him for refusing to shoot a bear cub dragged up before him as a "hunting target". Cheaney would have shot it without a second thought.
There will be no "Cheaney Quail".
