First of all, this forum is mainly intended for asking questions about rulings and tournament stuff that is either unclear or unable to be found from other sources. I do not want to discourage anyone from asking valid questions, but this particular sort would be better suited in one of our other forums (like "News" or "Tourneys").
The 2-on-2 format is well-documented in the EX:Ruby&Sapphire and EX:Sandstorm rulebooks. There has not been anything announced as far as 2-on-2 as a "sanctioned format", but you can still play it in casual play or at your local Pokemon League.
