Very similar to Calvin Nordberg's semifinalist at US Nationals TDK list. Latias is used against heavy ability teams, one Latias won't get you too many KOs though, so you will also be relying on Genesect's Red Signal to work around things like pyroar. The main attacker is Kyurem PLF, usually using Frost spear(scores KOs beucase they are weak from Thundurus' Raiden Knuckle and LaserBank plus Deoxys ability.) Lugia, not sure why I put him in there, just seemed like a good idea.

A few thoughts for your consideration:

• If you intend to rely upon Red Signal'ing opponents' benched Poké, then why would you want 4 Colress Machine since the retrieved Plasma energy is not attached from your hand? A count of 4 seems excessive to me, because you will need to draw into the Plasma energy in order to attach it from hand to Red Signal.
• For that matter why no Super Scoop Up in order to try to recover your Genesect EX and attached Plasma energy and start the cycle again?
• Why no Shadow Triad - which is "made for" Team Plasma decks?
• But since you are not running Shadow Triad, then why no Pal Pad to recover and recycle discarded Supporters?
• Since you are running multiple types of Basic energy, why not run Professor's Letter in order to search and get needed Basic energy?
• Since you have not incorporated any DCE, why run Lugia EX which an opponent would easily see you power-up since it would take you several turns to do so? Even if you try to utilize Thundurus EX to do so, some of the new FuF deck cards will just terrorize your Thundurus EX.
• Although Rainbow is extremely versatile, that 1 damage counter "cost" is also quite "expensive" when you consider you've just reduce your Poké's HP to 160, 170, etc. Have you considered just running Basic energy (with a few Professor's Letters) with the Plasma energy?

This may just be my opinion, but if I made a TDK deck I wouldn't use Lugia EX. Reason being is between Genesect and Colress Machines your Plasma Energy is stretched very thin. Taking 3 prizes in one KO is nothing to scoff at by any means, but to me Lugia requires its own deck to be useful. Also to me the Colress count is quite high and Skyla is low, a opening hand with Colress is a real liability so maybe cut it down to two. The Latias EX is a great tech, I would never play TDK or Lugia without it. Rainbow Energy does have it's drawback with the 10 damage but with Prism gone there isn't much else you can do.

Added 2 Super Scoop Up, this will help with getting damaged Pokemon off the board(like Genesect EX if you want to re-red signal, or a weak Deoxys EX you don't want to get catcher'd to the active and get KOed)

How much do you use Thundurus EX to Raiden Knuckle? I always like to start with it if I can't Frost Spear turn 1.

I don't recommend using Ultra Ball just for Latias EX another Supporter would most likely work better and give you more consistency
