If I use Hyper Devolution spray on something, can I evolve it that turn if I have bts in play?

Sar and I finally got to play... then I had to leave.I played shuppet with scoop up and he played rhyperior flygon with hyper devolution spray. i remember I couldn't hit an energy first turn, but I did knock out a baltoy with blowers+crobats+poketurns.
