Brock's Ninetales and coming into play

I didn't see a ruling on this in the Wizards archive. And it's giving me a headache.

My question is: Can you use "coming into play pokemon powers", namely Dark Crobat's when you play Dark Crobat on top of Brock's Ninetales. Crobat's power states, "when Dark Crobat is played from your hand" It DOES NOT say, "to evolve one of your pokemon"

There are two issues that affect this.
1) Pokemon Power : The Muk ruling with coming into play states that coming into play powers like Entei's Howl will work even though Muk stops Pokemon Powers. Brock's Ninetales' text that says it cannot use Pokemon Powers of the Pokemon played on it may fit this category and work like Muk. Or it might be treated as Dark Crobat using the Pokemon Power before he is attached to Brock's Ninetales, meaning that Brock's Ninetales isn't using the power, Dark Crobat is.

2) "played" : Dark Crobat's power activates when it is "played." I take this to mean put into play from the hand. And unlike some other cards, Dark Crobat does not contain the text requiring that he be "played to evolve one of your Pokemon." But would attaching Dark Crobat to Brock's Ninetales count as "playing" Dark Crobat? I think it would, but is it implied that it must be evolving something??

Could you give an answer and also resolve both issues? Thank you very much.
