Is there a website that rates cards by using some formula that takes into account HP, Poke-Powers/Bodies, and Attacks including special conditions? Or at least on that rates the attacks?
 
Not that i know of, but there probably arnt any.

The best card is in the eye of the beholder, if you really like Darkrai, than sure as heck use it. There are certain sites that you could google that can show the ups and downs of the cards, but if you are looking for the best card, that is up to you.

Keep in mind allways look at all the other posts.
 
I remember Toby had posted a list a while ago about Pound for Pound hitters that ranked the Pokemon based on their attack / energy ratio, and included stuff like Hp and weakness in the calculation. It's outdated, but I think it would have been nice to know the formula. I remember Omastar d being pretty high on that list. :)
