Celio's = PETM ?

LvX cards are not Basic Pokemon, but they are not Evolution cards either. They are Pokemon, and from Diamond and Pearl on if a card says search for a Pokemon, it includes LvX. Since LvX was not around prior to DP, the only way an older card can search for them is if it says search for a Basic Pokemon or Evolution. It must allow you to search for EITHER. If it has that wording it can then search for a LvX. That's why Celios works and PETM does not.
Just because leveling up has many of the same effects as evolving, don't jump to the conclusion that a LvX is an evolution card. It becomes whatever it levels up, so some become Basics and some become evolutions, but that does not happen until they are played. In your hanfddeck/discard pile they are considered Pokemon.
