When playing in a match should cell phones be turned off because i think when the phone rings it could conflict stalling when your trying to get the phone and talking during the game. I just want to know if cell phones should be turned on or off??? Thanks

Sometimes it's not feasible for a person to have their cell phone turned off for as long as tournaments run.
They could either be a parent of a child and may need to be reachable.
Of course, chatting away on a non-emergency call would be an issue.
A quick "I'm in a match right now, can I call you back?" should be fine.
 
From the 2006/07 Tournament Rules:
11. Electronic Devices

Electronic devices, such as cell phones, MP3 players, or text-messaging devices, are not
to be used during a match. In some special instances, an electronic device may be
allowed by the Tournament Organizer.
While you may be able to get permission to have your cell phone on in an emergency situation, generally you have to turn it off while the match is in progress.
