Q. If Vileplume's "Allergy Panic" Ability is in effect, does Rayquaza's "Shred" attack consider a Defending Pokemon's weakness as x2 or x4?
A. Although Shred does not ignore Weakness, it does ignore the x4 effect from Allergy Panic. (Feb 28, 2013 TPCi Rules Team)

Q.If my Lugia EX knocks out an opponent's Garbodor with the "Garbotoxin" Ability and a tool attached, does Lugia EX's "Overflow" Ability turn on in time for it to take two prizes?

A. Yes you could use Colress Machine, because the game does not deduce the contents of a deck based on public knowledge such as the discard pile or cards in play. (Feb 28, 2013 TPCi Rules Team)

Q. If a Pokemon has a poison condition that places more than one damage counter per turn, like from Crobat's "Ultra-Toxic Fang" attack, does Virbank City Gym work or not?
A. Yes, it works. You place 4 damage counters for Crobat's "Ultra-Toxic Fang", then you place 2 more for Virbank City Gym making a total of 6 counters placed. (Feb 28, 2013 TPCi Rules Team)
