Q. If I get a First Ticket in my opening hand but no Basic Pokemon, can I play the First Ticket before shuffling and drawing a new hand for mulligan?
A. No, you cannot. You have to get your final, playable hand before you are able to play a First Ticket from it. (Oct 25, 2012 TPCi Rules Team)
Q. If you are starting the second or third game in a "Best 2 out of 3 games" match where the player who lost the previous game chooses to go first, would First Ticket be able to override that choice?
A. Since the losing player's decision is essentially equivalent to the coin flip, First Ticket can be used to override that choice. But then if both players play First Ticket, it reverts to the losing player's choice who starts first. (Oct 25, 2012 TPCi Rules Team)
